Metcalfe, Lawmakers Demand Immediate Answers from Cortés on
Philly Non-Citizen Voter Registration

HARRISBURG â€" Majority Chairman Daryl Metcalfe (R-Butler) and 15 Republican members of the House State Government Committee sent the following letter to Secretary of the Commonwealth Pedro A. Cortés in response to allegations of illegal voting and voter registration by non-citizens in Pennsylvania;

“Dear Secretary Cortés:

“We are writing to express our dire concerns regarding an issue that has recently received attention from policy makers, the media and voters of the Commonwealth. We are referencing Philadelphia City Commissioner Al Schmidt’s recent revelations regarding non-citizens who are or were registered to vote in the City of Philadelphia.

“There are numerous unanswered questions relating to this matter. As lawmakers who are charged with enacting laws that protect the integrity of our electoral process, we must have answers. More importantly, Pennsylvania’s qualified and duly registered voters deserve answers, given that votes cast by non-citizens nullify the legal votes cast by citizens.

“As we are fast approaching the November 7, 2017 election, we are requesting prompt and complete answers to the following questions:

• Have you directed your staff to run all SURE system voter records against Department of Transportation driver license and non-driver ID records marked with an INS indicator, or other indicators that a driver license or non-driver ID holder is not a citizen?

• If not, when do you intend to do so, given the absolute necessity of correcting voter registration records prior to the November election?

• If so, how many record matches did this process reveal?

• If the record matches indicate that non-citizens were or are registered, how many non-citizens voted in previous elections?

• If you answered ‘yes’ to the first question, please explain what your Department and the counties have done to correct voter record matches that indicate that a non-citizen has registered to vote. Also, please provide information regarding the time line for completion of this process.

“Given the Department’s ongoing investment of taxpayer dollars in efforts to clean and maintain accurate voter rolls, such as ERIC, we expect that you will also invest all necessary time, effort and money to remove non-citizens from the rolls. We request that you provide us with written responses to the questions above.

“This is an urgent matter, particularly as it involves a process that is vital to our Republic.”
