(Harrisburg, PA) – Economist and author Steve Moore, a senior fellow at the Heritage Foundation and a co-founder of The Committee to Unleash Prosperity and Jonathan Williams, President and Chief Economist at the American Legislative Exchange Council (ALEC) will discuss their annual Rich States/Poor State Report during the concluding luncheon of the 2025 Pennsylvania Leadership Conference to be held April 3-5, 2025 at the Penn Harris Convention Center in Camp Hill (Harrisburg),
The Rich States, Poor States: ALEC-Laffer State Economic Competitive Index is a comprehensive report that ranks the economic competitiveness of states using fifteen equally weighted policy variables. Steve Moore and Jonathan Williams co-author the report with noted economist Art Lauffer.
Moore and Williams will join additional announced speakers to date including the featured dinner speaker Kayleigh McEnany, former White House press secretary and current co-host of Outnumbered on the Fox News Channel; U.S. Representative Scott Perry; Catalina Stubbe of Moms for Liberty; Pennsylvania Attorney General David Sunday, American Majority CEO Ned Ryun, U.S. Senator Dave McCormick; U.S. Representative Rob Bresnahan; Pennsylvania State Treasurer Stacy Garrity; Pennsylvania Auditor General Tim DeFoor; and U.S. Representative Dan Meuser.

Stephen Moore is an economist and author, serving as a senior fellow at the Heritage Foundation and a co-founder of The Committee to Unleash Prosperity. He is a frequent lecturer to audiences around the world on the U.S. economic and political outlook, and is the author of 6 books, including “Trumponomics: Inside the America First Plan to Revive our Economy.”
Moore is a graduate of the University of Illinois and holds a Master of Arts in Economics from George Mason University.
From 1999-2004, Moore served as founder and president of the Club for Growth, an organization dedicated to helping elect free market candidates to Congress. In his tenure as president, the Club for Growth became one of the most influential and respected political organizations in the nation. From 2005-2014, Moore served as the senior economics writer for The Wall Street Journal editorial page and as a member of the WSJ editorial board. He remains a regular contributor to the publication. Moore served as a senior economic advisor to President Trump’s 2016 campaign, drafting tax, budget, and energy policy plans.
Jonathan Williams is President and Chief Economist of the American Legislative Exchange Council (ALEC), where he works with state policymakers, congressional leaders and members of the private sector to develop fiscal policy solutions for the states. Williams founded the ALEC Center for State Fiscal Reform in 2011 and co-authors Rich States, Poor States: ALEC-Laffer Economic State Competitiveness Index with Reagan economist Dr. Arthur Laffer and Stephen Moore. Prior to joining ALEC, Williams served as staff economist at the nonpartisan Tax Foundation, authoring numerous tax policy studies.
Williams also serves on the Advisory Board of the State Financial Officers Foundation (SFOF) and as an adjunct fellow at the Kansas Policy Institute. He has written for the Ash Center for Democratic Governance and Innovation at Harvard’s Kennedy School of Government. In addition, Williams was a contributing author of In Defense of Capitalism (Northwood University Press).
Williams has spoken to audiences across all 50 states and provided testimony for the U.S. Congress, as well as numerous state legislative bodies. His work has been featured at the federal level by The White House, the Congressional Joint Economic Committee and the U.S. House Committee on Ways and Means. He is a frequent guest on talk radio shows and has appeared on numerous television outlets, including the PBS NewsHour, Fox Business News and Bloomberg News. Williams was also the recipient of the prestigious Ludwig von Mises Award in Economics.
