(Harrisburg, PA) – Republican candidates for Pennsylvania Attorney General, York County District Attorney David Sunday and State Representative Craig Williams, will participate in a Policy Forum during the 2024 Pennsylvania Leadership Conference. The forum will be moderated by Alex Halper Senior Vice President for Government Affairs at the Pennsylvania Chamber of Business & Industry.

The 2024 Pennsylvania Leadership Conference will be held April 4-6, 2024 at the Penn Harris Hotel & Convention Center in Camp Hill (Harrisburg), PA. Best-selling author and award-winning filmmaker Dinesh D’Souza will be the Featured Dinner Speaker. The PLC is pleased to welcome Vivek Ramaswamy as this year’s Special Guest Speaker.

John Gizzi of Newsmax will be the conference breakfast speaker and will then be joined by Colin Hanna of Let Freedom Ring USA, Dr. Paul Kengor, editor-in-chief of the American Spectator, and Jeff Lord a Newsmax and American Spectator contributor for the annual State of the Conservative Movement panel.

Additional speakers include Thomas D. Homan who was Acting Director of U.S. Immigration and Customs Enforcement (ICE) in the Trump Administration, state Senate Majority Leader Joe Pittman, Heritage Foundation President Kevin D. Roberts, Pennsylvania State Treasurer Stacy Garrity, Daniel Garza of the LIBRE Initiative, commentator Mary Catherine Ham, Congressman Scott Perry, U.S. Senate candidate David McCormick, Pastor Joshua Robertson of Black Pastors United for Education, Jenny Beth Martin of the Tea Party Patriots, and Gregory Wrightstone of the CO2 Coalition. Additional speakers will be announced.

The 2024 Pennsylvania Leadership Conference to be held April 4-6, 2024 at the Penn Harris Hoten & Convention Center in Camp Hill (Harrisburg), Pennsylvania will include four policy panel presentations including: A Legislature Divided, moderated by Greg Moreland from the National Federation of Independent Business-PA; Securing Pennsylvania’s Energy Future, moderated by Carl Marrara of the Pennsylvania Manufacturers Association; Data Driven Approach to Mobilizing Millions, moderated by Emily Greene from Americans for Prosperity-PA; and Pregnancy Centers: Protecting Pregnancy Help Statewide moderated by Cheryl Allen from the Pennsylvania Family Institute.

The Pennsylvania Leadership Conference is the premier gathering of public policy conservatives each year in the Keystone State.  It is the largest and longest-running of the state-based conservative conferences regularly attracting a long list of conservative elected officials, scholars, journalists, and activists for three days of speeches, panel presentations, workshops, and networking.

Alex Halper serves as Senior Vice President of Government Affairs for the Pennsylvania Chamber of Business and Industry, the largest broad-based employer advocacy association in the Commonwealth. Halper oversees public policy development, advocacy and outreach, as well as the organization’s political efforts.

Halper was listed #5 on City and State PA’s 2023 list of Pennsylvania Government Relations Power 100 and was featured in their “40 under 40” series that year. He regularly speaks to chambers of commerce, trade associations and employers across the Commonwealth about key legislative issues and the political landscape.

Halper joined the PA Chamber’s Government Affairs team in 2011. He previously served as a legislative assistant in Washington, D.C. to former U.S. Sen. Arlen Specter and worked on numerous areas of public policy, including transportation and infrastructure, homeland security and appropriations. Originally from Allentown, Halper graduated from the George Washington University in 2006 with a bachelor’s degree in Political Science. He lives in Lower Paxton Township with his wife, two children and dog Kelce

Dave Sunday is the District Attorney of York County.  His major priorities are fighting the heroin epidemic and his desire to seek justice, regardless of what that looked like.

Dave will seek to keep York safe by effectively working with the entire law enforcement community in fairly investigating and aggressively prosecuting criminal activity, zealously enforcing the law and through his tireless pursuit in protecting the rights of all crime victims.

Dave’s desire to serve began at the age of 18, when he enlisted in the United States Navy, serving multiple tours abroad. Following his service to our country, Dave received his Finance degree from Penn State University. It was during this time that Dave’s strong work ethic was born, working his way up from UPS delivery driver to running the finance department and being tasked with the oversight of a $200 million dollar budget. While working at UPS, Dave received his Juris Doctorate by attending night classes at Widener Law.

After brief stints at the United Nations, and private practice, Dave moved back to York and began a clerkship to the Honorable Joseph C. Adams. It was in late 2009 when Dave would be hired by former District Attorney H. Stanley Rebert, that his prosecutorial journey began. Dave would quickly rise to Chief Deputy Prosecutor under District Attorney Tom Kearney through his unparalleled work ethic and courtroom prowess.

In 2013 Dave worked with Coroner Pam Gay to establish the York County Heroin Task Force, now the York Opioid Collaborative. It was this time spent in the Community, that Dave realized the impact he could have when seeking to maiximize public/private partnerships. Dave now serves on the Board of Directors for the York Opioid Collaborative, the Criminal Justice Advisory Board, York County Prison Board and Better York Board.

Dave, his wife and their son currently reside in Spring Garden Township.

Craig Williams, a retired Colonel from the United States Marine Corps, exemplifies dedication and servant leadership, flying 56 combat missions during the Gulf War and receiving eleven decorations for his service, including two for Valor. His military career is marked not only by his role as a combat veteran but also by significant legal responsibilities, including serving as the Chief Prosecutor for the Marine Corps’ largest base and providing legal counsel to the Joint Chiefs of Staff with a focus on Ethics and Detainee issues.

Craig’s commitment to justice continued beyond his military service as he joined the Joint Terrorism Task Force and the U.S. Department of Justice as a Federal Prosecutor. In these roles, he was instrumental in putting violent criminals behind bars, tackling organized drug distribution cartels, and contributing to the national effort to combat terrorism.

Transitioning to political service, Craig was elected to the Pennsylvania State House of Representatives in 2020, representing parts of Delaware and Chester counties. A Republican who has consistently won tough races in a pivotal swing district, Craig’s political journey is underscored by his service as a volunteer, including roles as a local county leader and member of the PA GOP’s Election Day Legal Team.

His academic credentials include a Bachelor of Arts in Public Policy from Duke University, a Juris Doctor with high honors from the University of Florida College of Law, and a Master of Laws with high honors in Jurisprudence (Virtue Ethics and Criminal Law) from Columbia University School of Law, showcasing his deep understanding of law and governance.

Beyond his professional and political life, Craig is deeply rooted in his community and family. He is a dedicated volunteer with the Cub Scouts and Boy Scouts and has coached local baseball, football, and track teams. Craig and his wife, Jennifer, have four children, who have been educated in the Garnet Valley School District. Together, they reside in Concord Township, embodying the values of service, leadership, and family commitment.
