We’ll examine Governor Josh Shapiro’s recent moves to introduce his own version of the Regional Greenhouse Gas Initiative (RGGI), despite the challenges and controversies surrounding it. While Pennsylvania has independently reduced carbon emissions and increased energy production, Shapiro’s “PACER” and “PRESS” proposals aim to mandate half of all Pennsylvania’s electricity be generated by sources of his choosing, several of which do not even yet exist.
