Unions’ Pass to Harass Comes to End
Wolf Signs Bill Closing Union Violence Loophole

November 5, 2015, HARRISBURG, Pa.—Eight days after anti-harassment bill HB 874 hit his desk, Gov. Wolf today signed the bill closing the legal loophole allowing individuals to stalk, harass, and even threaten to use weapons of mass destruction if involved in a labor dispute.

"One of government’s basic functions is to protect the people," stated Matthew Brouillette, president and CEO of the Commonwealth Foundation. "Today, Governor Wolf ensured that bullies who commit criminal acts will not get away with it simply because they are involved in a union dispute."
The bill ends an absurd get-out-of-jail-free card allowing parties in a labor dispute to intimidate and threaten violence with impunity.

On Monday, Sarina Rose, a Philadelphia construction executive who experienced harassment and threats first-hand, called on Wolf to sign the legislation, saying, "Gov. Wolf has the opportunity to send the clear message that harassment and intimidation are unacceptable in Pennsylvania, no matter the context."

Brouillette continued, "Real Pennsylvanians have suffered because of this ridiculous legal exemption that gives individuals a pass to stalk, harass, and threaten others. We commend Rep. Ron Marsico for introducing this bill, the members of the legislature who supported it, and Gov. Wolf for taking a stand for the safety of all Pennsylvanians and signing this critical legislation."
